TL;DR SEAB (GCE O-Level and A-Level) and CIE (Cambridge International IGCSE and A-Level) are different exam systems with different practical rules, even though both use Cambridge-set papers. SEAB has no alternative-to-practical option — you must sit the hands-on paper. CIE may offer Paper 6 (Alternative to Practical) for some subjects, depending on your exam centre. If you are a private candidate in Singapore, check which system you are registered for before starting practical training.
Why this comparison matters
Many private candidates and parents in Singapore confuse two exam systems:
SEAB GCE O-Level and A-Level — the national exams administered by the Singapore Examinations and Assessment Board. These are "Singapore-Cambridge" qualifications.
CIE IGCSE and A-Level — the international exams administered by Cambridge Assessment International Education (CAIE). These are "Cambridge International" qualifications.
Both use Cambridge-set papers, but they have different syllabuses, different practical rules, and different registration processes. The practical requirements — what you must do, whether alternatives exist, and how you register — are fundamentally different.
Getting this wrong means training for the wrong exam format or discovering too late that you needed different practical preparation.
Cambridge International A-Level (9702, 9701, 9700)
Practical paper (O-Level)
Paper 3 (Pure) or Paper 5 (Combined) — hands-on only
Paper 3 (hands-on) OR Paper 6 (Alternative to Practical)
Practical paper (A-Level)
Paper 4 — hands-on only
Paper 3 (Practical) OR Paper 5 (Planning/Analysis)
Alternative-to-practical?
No. All candidates must sit the hands-on paper.
Yes (for some subjects and centres). Paper 6 / Paper 5 is a written alternative.

SEAB practical rules in detail
No alternative-to-practical
This is the single most important difference. SEAB does not offer an "Alternative to Practical" paper for any science subject at O-Level or A-Level. Every private candidate must sit the hands-on practical paper.
This means:
You must find a lab and complete supervised practical training
You must declare this training at registration in April
There is no written-only substitute for the practical exam
Training declaration
At registration (7–20 April 2026), you must declare that you have undergone supervised practical training. SEAB may request attendance records from your training centre.
For some subjects, Cambridge International offers a written paper that substitutes for the hands-on practical. This varies by subject:
IGCSE (O-Level equivalent):
Paper 3: Practical Test (hands-on)
Paper 6: Alternative to Practical (written paper testing practical skills through questions about experiments, data analysis, and planning)
Cambridge International A-Level:
Paper 3: Advanced Practical Skills (hands-on)
Paper 5: Planning, Analysis and Evaluation (written)
Whether you sit the hands-on or alternative paper depends on your exam centre. Some centres only offer the alternative paper because they do not have lab facilities.
Registration process
CIE private candidates register through an approved Cambridge International exam centre in Singapore (not through SEAB). The exam centre determines which practical paper option is available.
Practical training
CIE does not have the same formal "practical training declaration" system as SEAB. Requirements depend on your exam centre. Some centres require practical training evidence; others do not.
Which system should you choose?
Choose SEAB if:
You need the Singapore-Cambridge GCE O-Level or A-Level certificate (the standard qualification for local JC, polytechnic, or university admission)
You plan to use L1R5 or UAS for local admissions
You are comfortable with committing to hands-on practical training and exams
Choose CIE if:
You are applying to overseas universities that accept Cambridge International qualifications
You cannot access a science lab and need the alternative-to-practical option
You are already studying in a CIE curriculum (e.g., at an international school)
You need flexibility in exam timing (May/June or October/November)
Can you mix SEAB and CIE?
In some cases, yes. Some private candidates sit certain subjects under SEAB and others under CIE. However:
SEAB and CIE grades appear on different certificates
Local admissions (JC, poly, university) primarily recognise SEAB GCE results
Mixing systems creates administrative complexity
Confirm with your target institution whether they accept CIE results alongside SEAB results
Common confusion points
"I am doing Cambridge A-Levels — does that mean CIE?"
Not necessarily. If you are in a Singapore JC or registered through SEAB, you are doing Singapore-Cambridge GCE A-Levels (administered by SEAB), not Cambridge International A-Levels (administered by CAIE). The syllabus codes are different (e.g., SEAB H2 Physics is 9749; CIE A-Level Physics is 9702).
"My school uses Cambridge textbooks — so I am doing CIE?"
No. Many Singapore schools use Cambridge-published textbooks for SEAB syllabuses. The textbook publisher does not determine which exam system you are sitting. Check your syllabus code.
"Can I avoid practicals entirely by switching to CIE?"
Only if your CIE exam centre offers the alternative-to-practical paper for your subject. Not all centres do. Also, switching from SEAB to CIE means a different certificate — which may affect local admissions.
"I did IGCSE at my international school — can I use that for JC admission?"
IGCSE and GCE O-Level are different qualifications. Some JCs accept IGCSE results, but the equivalency and admission criteria vary. Check directly with the JC or refer to MOE admissions guidelines.
Check with your exam centre whether they offer the hands-on paper or the alternative
If you are sitting the hands-on paper, practical training is strongly recommended
If you are sitting the alternative paper, focus on data analysis, planning, and evaluation question practice
Frequently asked questions
Can I switch from SEAB to CIE mid-year? Not easily. The registration processes, timelines, and exam centres are separate. If you have already registered with SEAB, you would need to withdraw and re-register through a CIE exam centre. Plan ahead.
Are SEAB and CIE practical exams equally difficult? They test similar skills but in different formats and with different marking schemes. SEAB practical exams are generally considered rigorous and well-standardised. CIE alternative-to-practical papers test practical skills through written questions rather than hands-on work.
Does SEAB recognise CIE practical training? SEAB requires its own practical training declaration. CIE practical experience may help your skills, but it does not substitute for the SEAB declaration requirement.
Where can I find CIE exam centres in Singapore? Cambridge Assessment International Education maintains a centre finder on their website. Common CIE centres in Singapore include the British Council and some private institutions.
