Q: Who qualifies for MOE FAS in 2026?
A: A Singapore Citizen student in a Government, Government-aided or Specialised school may qualify when monthly gross household income is at most SGD 4,000, or per-capita income is at most SGD 1,000.

Meeting either test is sufficient. MOE defines per-capita income as gross household income divided by the number of household members.

Benefits published by MOE

Primary school

  • Full waiver of miscellaneous fees
  • Free textbooks and school attire
  • Meal subsidy for seven meals each school week
  • Either a 70% school-bus subsidy or SGD 21 each month for public transport, up to SGD 252 a year

Secondary school

  • Full waiver of school and miscellaneous fees
  • Free textbooks and school attire
  • Meal subsidy for ten meals each school week
  • SGD 21 each month for public transport, up to SGD 252 a year

MOE publishes separate arrangements for pre-university students and for other institution types. Check the live MOE page for the level that applies to the student rather than extending the primary or secondary package by analogy.

How to apply

MOE lists three routes:

  1. Apply online through the link on MOE's financial-assistance page.
  2. Download the application form from MOE.
  3. Collect a copy from the student's school.

The application and the current form determine what evidence is needed. Follow that checklist instead of relying on a generic document list, because household circumstances and required declarations differ.
