Q: What does this guide cover?
A: The MOE Independent School Bursary (ISB) for students at independent JCs and Specialised Independent Schools (SIS) - what SIS are, ISB income tiers, how to apply through your school, and stacking with EMB and CDAC. For ISB at independent secondary and IP-stream schools, see the ISB for independent secondary schools guide.
TL;DR Some pre-university or IP institutions in Singapore fall under independent school or specialised independent school support routes, including NUS High School, School of Science and Technology (SST), Hwa Chong Institution, and Raffles Institution. Singapore Citizen students at MOE ISB-covered schools may qualify for tiered fee support based on GHI or PCI. SOTA and Singapore Sports School have separate financial support schemes rather than MOE ISB.

Status: Last verified 2026-05-11 against MOE's financial assistance page, 16 October 2025 press release, and January 2026 ISB PDF.
