Q: Where can I study around Bishan and Serangoon?
A: The two directly verified public-library options are Bishan Public Library and Serangoon Public Library at NEX. Community clubs may be useful backups, but their current public pages do not confirm that a study room is open, free, bookable or available at the same hours as the service counter. Verify the exact facility before travelling.
TL;DR
Bishan: choose Bishan Public Library if you want a standalone five-level library near Bishan MRT.
Serangoon: choose Serangoon Public Library if NEX and the Serangoon transport interchange fit your route.
