Q: What does the MOE FAS for JC & CI Students 2026 guide cover?
A: Updated 2026 income thresholds, full benefits breakdown (fee waiver, S$1,600 annual bursary, transport credit), application steps through your JC/MI, and how FAS stacks with Edusave and community bursaries.
TL;DR From January 2026, MOE FAS for JC/CI/MI students requires GHI ≤ S$4,000 or PCI ≤ S$1,000. Benefits include 100% school/miscellaneous fee waiver, S$1,600 annual bursary, and S$21/month transport credit. Apply through your JC/MI general office in January - March each year.

Status: Checked 2026-03-21 against MOE’s financial assistance page; thresholds effective from January 2026 per the AY2026 FAS factsheet.

Income Thresholds (Effective January 2026)

Criterion2026 threshold
Gross Household Income (GHI)≤ S$4,000/month
Per-Capita Income (PCI)≤ S$1,000/month

You qualify if you meet either the GHI or the PCI threshold.

Note: Prior to January 2026, the thresholds were GHI ≤ S$3,000 and PCI ≤ S$750. The January 2026 update raised both thresholds - more families now qualify. If you were previously ineligible, re-check against the new figures.
How to compute PCI: Total gross monthly household income ÷ number of household members at the same address (including the student and non-working members).
